EPP WORKING GROUP 1 – EUROPEAN POLICY

Mr. President.
We would like to thank you, for your invitation to the Party of New Democracy in participating to the committee that formulates the program of the EPP (European People’s Party). The initiative of this group represents an excellent idea, which gives us the opportunity to exchange in a bilateral but also multilateral level our views and express our positions for the common program of the European family of EPP. Furthermore this initiative will facilitate the direction and context of our specific national program that is currently under development, to be entirely attuned with the common European program.
I would like to inform you for the effort that our party has commenced on its future governmental program, which we intend it to be a focused extension of the EPP program at the national level.
The program that the party of New Democracy currently develops is a “Proposal for the Future”. Its realization will unfold in three stages:
- Firstly: Through the “Strategy of Hope”, this will consist of our proposal for exiting the memorandum and IMF’s supervision.
- Secondly: The reinstitution of the Greek people’s trust to the political leadership and the establishment of a New National Self-Confidence.
- Thirdly: Of co-formatting, together with the citizen a modern proposal for the governance and establishment of a new Greece.
In that aspect we want our program to have the following specific characteristics:
1. Be Strategic: In the sense of being general enough to be insightful and not just only be directed to the forthcoming elections, but also the new generations to come.
2. Be Daring: In the sense of not being a product of balances and pressure groups, not being entrapped in the fear of political cost. On the contrary it will be ground-breaking but also pragmatic.
3. Be Reliable: In the sense of not developing populist but insincere promises. It will have logical solutions and honest commitments.
4. Be Socially Just: In the sense that its priority will be the direct reparation and protection of the most challenged social groups.
5. Be Liberal: In the sense of supporting and investing in a political alliance with the healthy forces of the Greek society and market.
Our program will clearly and accurately answer in six questions:
- What we will do?
- How we will do it?
- What will be the cost?
- From where the funding will come?
- When it will be completed?
- Which social groups will benefit?
The program development consists of the following three cycles:
1. The first circle (The wise men committee): It is consisted by an open and broad, spectrum (market, academic and political) of personalities. They will meet regularly in order to create innovative ideas for the program.
2. The second circle (Thematic Topics): It is consisted by 17 coordinators and the respective teams of experts. They are responsible for monitoring and organising the work, which is categorized in accordance to the current Government structure (Ministry). In addition to the 15 Thematic Topics three additional teams have been added, namely: revision of the constitution and general governance, Management of EU funds and social networking, including thematic blogs and internet means of communication.
3. The third circle (Regional and Prefectural programs): It is consisted by 13 coordinators, each one representing one of the 13 regions with the respective teams.
WORK METHODOLOGY
The public - on line consultation will take place in three ways:
- Organising thematic topics or regional meetings, through open consultation.
- Consultation with institutional representatives, the social partners, actors and specialized bodies.
- Implementing the interactive operation of the Party and the Secretariat, which will give to the citizens the opportunity to express and promote their views, criticize or encourage legislative initiatives, aiming at a future, open and interactive governance.
In order for crucial material and contemporary ideas, which have successfully been practiced, we also emphasize our cooperation with the International Relations department of our party, through our cooperation and input of ideas from:
1. Specialized institutes
2. Ideologically like minded Parties.
3. The European People’s Party (EPP).
4. Distinguished international personalities.
Conclusion:
The new Secretariat of the Program is putting into effect the open interactive party of active citizens. With citizen’s participation in the formulation of the program of New Democracy Party, we prepare the Governance of the Future. Furthermore we address an open invitation to: members of the political life, intellectuals, people of the market, technocrats of the public and the private sphere, distinguished Greeks from home or abroad to participate in the open work groups, in order to formulate the Proposal for the Future.
Our desire for this proposal is to be a specific extension, of our common European orientation, which will be defined by the EPP at the end of 2011.
